Remove Rotated Cell Arrays

Description

Rotated array are removed by adding a further hierarchy level. A rotated cell reference will be created to a new cell with an unrotated array. Rotated cell arrays can be problematic in the GDSII format as its storage is not clearly specified and some few tools handle it in a different way. (introduced with version 20150513)
